If you are at the paperwork application stage (end of the course) this will save you some frustration and confusion regarding where to submit the property owners signature page.
The WVREC has stated this
"The Recommendation of Property Owners form will be going away as of the 9th. We have went ahead and removed it from the online application and are still working to get it removed everywhere else. You do not need to send this in to us. "
